In an ongoing struggle between illegally moored mariners and the Bainbridge Island Citizen’s Group, Eagle Harbor has been constantly debated over for two decades. Throughout the debate between a collective of land-living people and their water-loving misfit neighbors (men living aboard their boats who call the harbor home), the film follows struggles on both sides to have their opinions heard, and the challenges of how a community defines itself.
